In 2019, the newly created National Guard of Ukraine celebrates its 5th anniversary. The establishment of a mobile military formation of a new type, endowed with both the functions of state protection and law enforcement functions, was caused by the annexation of the Crimea and the armed aggression of the Russian Federation against Ukraine.
The units of the National Guard were formed on the basis of the units of the Internal Troops and patriots from Maidan. They were the first to free local authorities buildings in the eastern regions of Ukraine from pro-Russian militants and supporters of the "Russian Spring". Together with the volunteers, including the participants of the Revolution of Dignity, they stopped spreading of the "Russian plague" on the territory of Ukraine. Thus, the National Guard provided an opportunity for the Armed Forces of Ukraine to mobilize and acquire the ability to withstand military aggression with the participation of regular Russian forces.

For 5 years, the National Guard of Ukraine has gone through the thorny path of formation and development. First of all, the formation grew in the military direction. The operational units of the National Guard were formed according to the structure of the Armed Forces Army units and provided with the necessary armored vehicles and armaments. In addition, the National Guard has developed its ability to ensure law and order and security of citizens in any part of Ukraine, taking into account the best practices of similar formations in Europe and the world.
Today, the National Guard is one of the main components of the security and defense sector of Ukraine. Its units are ready to perform service-combat tasks in peacetime, during a crisis period, and in conditions of the imposition of a martial law. The main uniqueness of the modern National Guard is that its units take a minimum of time to move from one state to another.
Today, more than 40 thousand servicemen of the National Guard of Ukraine perform a wide range of tasks both independently and in cooperation with colleagues from law-enforcement agencies, the Armed Forces of Ukraine and other structures of the security and defense sector of Ukraine. In particular, National Guard units take part in the Operation of the Joint Forces, carry out tasks to cover the frontier, fight crime, protect public order, as well as especially key infrastructure, state authorities, convoy of convicts and individuals taken into custody, guard diplomatic missions and consulates of foreign countries in different parts of Ukraine, temporarily protect courts, bodies and justice agencies.

Structure and command and control system


The National Guard, in accordance with the priority directions of development, continues to introduce qualitative changes in the command and control system.
In early 2017, the Cabinet of Ministers of Ukraine approved The Concept of developing the National Guard of Ukraine till 2020. The document defines the main principles and directions for improving the National Guard of Ukraine as a mobile combat-capable modern military formation in the security and defense sector of Ukraine.

In order to transform command and control bodies of the National Guard of Ukraine, within the framework of the Memorandum signed between the Ministry of Internal Affairs and the National Guard of California of the United States, the joint working staff consisting of the representatives of the National Guard headquarters of Ukraine, the California National Guard and representatives of the Canadian Military Training Mission in Ukraine, UNIFIER, developed the projects of the organizational and personnel structures of the military command and control bodies of the National Guard, taking into account the J-structure adopted at the headquarters of NATO member states.
In order to bring the structure of the National Guard of Ukraine's administration closer to the similar structures of NATO member states, in the Main Headquarters of the NGU there was created and instituted to the staff:
  • Inspection (Troops Activity Control Department);
  • Service for Corruption Prevention and Detection;
  • Sergeant-Major;
  • Advisory Division;
  • Psychological Support Division;
  • Division for Public Procurement (goods, works and services) Organization and Control;
  • Gender Integration Service;
  • Department of Strategic and Medium-term Planning and Interoperability with NATO Military Structures;
  • Internal audit – an independent structure, subordinated to the Commander of the NGU;
  • Chaplain's Service (Military Clergy);
  • Civil-military Cooperation and Information Service.

In the National Guard of Ukraine, a sustainable system of command and control was introduced. Сommand headquarters posts of the Main HQ of the National Guard of Ukraine were created. Command posts division were created in the Territorial Commands HQ, combat control division were established in operational formations and units.
In the Main HQ of NGU, a modern situational center was established, connected to the state network of situational centers. This center is equipped with basic communications types, including the secured ones.
The subsidiary command post of the Main HQ of the National Guard is equipped with modern special vehicles. The equipment of the Territorial Commands subsidiary command posts with the latest specialized vehicles is in process.
The National Guard of Ukraine shifted to the NATO symbols in order to ensure a unified procedure for the operational (combat) documents with the headquarters of the Armed Forces of Ukraine and the military organizational structures of NATO member-states. At the same time, a standardized and structured list of graphic signs was developed and approved with regard to the specificity of the tasks assigned to the NGU.

The communications system of the National Guard of Ukraine has been modernized. The information and telecommunication network of NGU with the use of modern technologies for the organization of secured communications with bodies of the military command and mobile command posts has been deployed.
The protected digital radio communications system of the tactical and operational-tactical level has been implemented on the basis of modern radio communications equipment, which also provides communications with the components of the defense and security sector of Ukraine.

The implementation of the system of cyber protection of the information and telecommunications infrastructure of the NGU has started.

Local computer networks of the Main HQ and Territorial Commands of NGU have been launched, providing the possibility of information systems implementation such as electronic document circulation, departmental internal e-mail.

The automated resources management military system "Sokil" has been introduced, which includes subsystems: personnel accounting, organizational and personnel structure, document circulation, logistic support and geoinformation.



The special operations Command (Department) of the Main HQ of the NGU has been established. Each Operational and Territorial Command has in its structure a separate special purpose section.
The operational units are reinforced with tank, artillery, engineering, anti-tank units and air defense units.
The Rapid Reaction Brigade of the National Guard of the new type has been created. Its structure and command are based on the principle of military units of the NATO member states. The headquarters and personnel of the brigade train according to the new training standards, on the rotational basis they are called into action to perform missions in the Joint Forces Operation.


As a result of the implementation of joint projects of the National Guard of Ukraine and the Gendarmerie of Romania, a separate mountain patrol company has been created to carry out tasks related to the protection of public order in the mountainous area, as well as assistance to tourists and the population in case of emergencies.
Special-purpose reconnaissance units have been established in Territorial Commands, brigades, operational regiments, they are supplied with modern reconnaissance facilities, including unmanned aerial systems for air reconnaissance.
Service in the military reserve has been introduced. Over 5 years, about 5 thousand full-time posts have been formed.

During 2018, training sessions with reservists of the operational Ready reserve were conducted in military training units of the National Guard of Ukraine. At the training sessions, 1,000 reservists were trained, that allowed to establish military reserve to carry out missions during a special period.
Education and training





The personnel training system in the National Guard has been changed on the basis of the experience of the NATO member states. The basis of the new system is the principle of separation and gradual phased training, which begins with the individual training of military personnel and continues with training in the units.
The National Academy of the National Guard of Ukraine carries out education and training of officers of the tactical and operational-tactical levels for command, logistics, technical, humanitarian and law specialties.

The practical component of officers training has been strengthened with regard to the experience of the National Guard of Ukraine participation in the ATO (Anti-terroristic operation) / the JFO (Joint Forces Operation). The majority of the faculty of the National Academy of the NGU took part in the ATO / the JFO.

The main efforts in military personnel training are focused on providing practical component of training, command-and-field exercises, complex field training, trainings and lessons with instructors.

An important role in this process is played by the Academy's training center where the necessary complexes for practical training of personnel, both individual and collective were created.

The Academy actively uses the dynamic simulators of the modern armored personnel carrier BTR 4-E and its combat module BM 4 "PARUS", simulators of anti-aircraft missile system (AAMS), "Fagot" and "Stugna". Moreover, on the base of the range training center the servicemen develop their shooting skills in multi-media, multi-screen and live firing range.
For the improvement of tactical training skills, the situational modeling class is actively used, with the possibility to use real surveillance cameras that are installed in the cities of Ukraine. All lessons are conducted using computer technology, multimedia projectors and interactive boards.

Over the past two years, the Academy has become the main site for conducting all the NATO trainings in the Eastern region of the country. This allows us to hold at least 12 courses each year in the Academy with the participation of international experts. On a permanent basis, we cooperate with two NATO programs, such as Professional Development and Integrity Building.
To achieve interoperability with the similar structures of the countries of Europe and the world, the language training of the National Guards personnel has been improved at the National Academy of the National Guard of Ukraine. Due to the cooperation with international organizations, the Language Department has been established at the National Academy of the National Guard of Ukraine and the Language Division at the Kyiv School of the National Academy of the National Guard of Ukraine, intensive courses of foreign languages have been introduced.

Foreign languages faculty constantly improve their qualification in educational institutions abroad.
International center training
In 2017, the International interagency multidisciplinary center was created in order to improve the collective training of the National Guard of Ukraine units. I is located in the village of Stare in Kyiv oblast, that is 60 kilometers from Kyiv.
On its platform, the training of the National Guard units is hold, as well as the improvement of their interaction with units of the National Police, the State Border Guard Service, the Armed Forces, the Security Service of Ukraine and other law enforcement agencies of Ukraine to achieve interoperability while carrying out joint tasks.


Within the International Center, there are centers for training operational units, training public security units, training special operations units and psychological rehabilitation.

In addition, the Center has a new psychological training site. Due to this, the specialists of the psychological service of the National Guard carry out training of the units for the purpose of assignment, conduct the emotional relax of the military personnel and team-building trainings.

More than 200 positions of instructors have been introduced to the staff of the International Center for effective training.

In order to improve individual skills of the personnel of operational units and the special-purpose reconnaissance companies of the National Guard of Ukraine in difficult conditions, the training of units under the Training Program for conducting military (combat) operations in the urban area has been established. Modern means of battle imitation "MILES" are constantly used in the training process.
A lot of attention is paid to the training of specialists of the NBC units in the training system. The experience gained at practical and theoretical trainings and seminars on nuclear, chemical and biological safety carried out by international organizations is constantly being implemented.

Special attention is paid to the training of regular and non-regular units personnel to use special means. While training, servicemen receive theoretical and practical skills in applying special means, learn the tactics of units actions using special means during the elimination of mass disturbances and group violations of public order.

Since 2016, international cooperation on nuclear, chemical and biological safety has been started within the framework of the European Union Initiative "Center for excellence in reducing NBC risks".

The main efforts in the engineering units training aim to develop educational activities and improve the training system, to increase the level of individual professional training of the personnel.

On the basis of the International Interagency Multidisciplinary Training Center of the Units of the National Guard of Ukraine, there was created a department (center) for the training of specialists of the engineering service of the special actions training center.

The work on implementation of educational activities and professional training (retraining and certification training) has been organized on the basis of the International Interagency Multidisciplinary Training Center of the Units of the National Guard of Ukraine in the following specialties:

"deminer" of I-V level of qualification;
"K-9 unit (cynologist) on mine-search operations";
"climbing miner (deminer)";
"diving miner (deminer)" of III-I class.

In 2018, at NATO HQ, Ukraine and NATO signed an Implementing Agreement between the Cabinet of Ministers of Ukraine and the NATO Support and Supply Alliance to implement the NATO Trust Fund for Destruction of Explosive Devices and Countering Improvised Explosive Devices.

According to the NATO Trust Fund for Destruction of Explosive Devices and Countering Improvised Explosive Devices, training of deminers has begun, namely, conducting seminars and trainings for the clearance of explosive devices and the counteraction to improvise explosive devices.




In 2016, the annual competition was held for the best grenade launch team of an anti-tank grenade launcher, dedicated to honoring the memory of the Hero of Ukraine Evhen Telnov.




In 2017, the annual competition was launched for the best crew of the APC, dedicated to honoring of the memory of military unit 3028 machine gunner, warrant officer Mushta M.O.
Training of tank crews has been arranged and implemented. The program of training tank units, the Course of firing small arms and combat vehicles of the National Guard of Ukraine, Guidelines to crew members, manuals for tanks long range firing from closed fire positions, an algorithm for crew members actions in elimination of delays in the course of firing were arranged and implemented. Together with tank crews of the Armed Forces of Ukraine, exchange of experience in training of tank crews is conducted.

Annually, during the camp trainings of the tank units of the National Guard of Ukraine, the tank crews continue to improve their professional skills, taking into account common military experience. Based on the gained experience, changes and amendments to the educational program are made. At the end of the training, competitions for the best tank crew, platoon are held.

Last year in September, the National Guard of Ukraine tank crews participated for the first time in competitions for the best tank platoon among tank platoons of the Armed Forces of Ukraine and showed high results in preparation.
In 2017, training of the reservists of the National Guard of Ukraine started and continued. Training is conducted at training centers (training fields) with the assistance of instructors and military officers / servicemen of military contract service who have combat experience and are involved in conducting international and multinational exercises jointly with NATO member countries.










At the Training Center of National Guard of Ukraine (Zolochiv town), the educational process is organized in 3 directions of training, namely, instructors, team and special. Cadets are trained in 43 specialties.
Training of instructors in combat training takes place in such directions as: fire, tactical, military-medical, topographical, physical training.

Command sergeants are trained in the specialties "section leader", "platoon sergeant", "company sergeant".

In the military units of the National Guard of Ukraine, professional sergeants and warrant officer corps have been introduced.

A clear hierarchy of command position of sergeants and warrant officers has been formed: 122 posts of chief warrant officers and 1614 posts of chief sergeants were introduced. Manning the positions of Chief warrant officer of the National Guard of Ukraine and Chief warrant officers of the Territorial Commands, military unit was carried out on a competitive basis.

In order to increase the prestige of work in the positions of sergeant, the material stimulation of their activities, the level of tariff discharges of the sergeant and warrant officers of the National Guard of Ukraine from the maximum 10th to 25th tariff levels has been increased.

Within the framework of the Canadian Military Assistance Mission of Ukraine (Operation UNIFIER) and the American Advisory Council on Doctrine and Education (DEAG), together with the specialists of the National Guard of Ukraine, for the first time among the Ukrainian military formations, the Qualification Standard and the Training Plan for the Leadership Course of the NCOs of the National Guard of Ukraine have been developed.
NCO
In the Training Center of the National Guard of Ukraine, 475 servicemen underwent the basic squad leaders leadership course, 157 servicemen graduated from the Middle leadership course for the posts of chief sergeants of platoons (companies).
The Training Center of the National Guard of Ukraine offers training for specialists for military service and activities of the National Guard of Ukraine: cynologists, engineers, specialists of the NBC units, APCs crews, signal units and others.

In 2018, the Technical Agreement was signed between the Ministry of Internal Affairs of Ukraine and the Ministry of National Defense of Canada and the Canadian Armed Forces, within which the Canadian military training mission "UNIFIER" assists in carrying out military training and capacity building activities for the National Guard of Ukraine.
The agreement aims to improve military cooperation, in particular personnel training, engineering and medical training, logistics modernization, professional development and education of officers, as well as language courses and cooperation in the field of strategic communications.
The principle of equal rights and opportunities for women and men in the combat and professional training of personnel at the National Academy of National Guard of Ukraine and the National Guard of Ukraine Training Center has been introduced.

Also, the National Guard servicemen always participate in trainings of the European Police Forces of EUPST, conducted to develop the capabilities of the law enforcement forces in the field of bringing to unified tactical standards and international law enforcement cooperation in performing the tasks of crisis management on the territory of the European Union.

Thus, the National Guard of Ukraine took part in the events held in the Italian Republic, the French Republic, the Republic of Poland, Romania and the Kingdom of the Netherlands, which involved more than 100 National Guard personnel, as well as individual police units (IPUs) and as part of separate formed police units (FPUs).

In the subcommittee "National Guard", the Multinational Joint Coordination Committee, the National Guard of Ukraine cooperates with the National Guard of California (USA). Within this framework of the National Guard of Ukraine has received international technical assistance from the USA (USAI) for about 1.5 billion hryvnia. Thanks to work in the Committee in the field of personnel training, the National Guard of Ukraine participates in joint Ukrainian-American exercises "Rapid Trident".
The personnel and units of the National Guard of Ukraine actively participate in Ukrainian-American training exercises called "Rapid Trident" and "Sea Breeze". The main purpose of such trainings is to increase the capacity of the National Guard of Ukraine units to perform various tasks, to improve the level of preparation for the performance of military-fighting (combat) missions, to exchange the experience and increase the level of interoperability between the National Guard of Ukraine units, the Armed Forces of Ukraine, member states and partners of the NATO.

Officers of the National Guard of Ukraine undergo training on the civil-military cooperation courses organized at the National Defense University of Ukraine named after Ivan Chernyakhovsky. Since 2016, 48 officers of the National Guard of Ukraine have graduated from these courses.
In order to organize the control over educational and methodological support of the Special Forces Units of the National Guard of Ukraine (NGU SFU), as well as control over the carrying out the military-combat tasks, special operations command of the Main HQ of the National Guard of Ukraine was set up in 2014 (SOD MH NGU).

Within 5 years, the legislative framework, which defines the main tasks and functions of the units of the SF of the NGU (2014) was developed and approved. The officers of the SOD of the Main HQ and the servicemen of the SF units of the National Guard of Ukraine were directly involved in the development of this base. The fundamental directions of SFU development are determined up to 2020 (2015). The mechanism of personnel selection for service in SF units (2015) was worked out and implemented.
A system of Special Forces Units control has been created. The transition of the system to the organizational and staff structure of the SF units administration was initiated.
In order to increase the combat capability of the SF units, successful execution of their combat (military-combat) tasks and effective response to crisis situations that threaten the security and defense sector of Ukraine, the organizational and staff structure of the SF units has been optimized.


To increase the level of personnel and unit training according to common standards, teams of instructors in the main directions of training were involved into the SF units of the National Guard of Ukraine (2016).

Enhancing professional and methodological mastery of the core instructors faculty is on-going with the assistance of the components of the security and defense sector of Ukraine and foreign partners support.










The program of combat and special training of the SF units has been tested, enacted and continues to be improved.
The special feature of the training program of the Special Forces units of the NGU is:
  • training of personnel on a modular basis, during which the drilling is carried out in phases, starting from improving individual skills, up to the coordination within the unit, with the aim of refining the combat missions;
  • preparing the SF servicemen at training camps for specializations (sniper, high-altitude climber, parachutist, diver);
  • raising the professional qualifications of SF servicemen while participating in training courses abroad.

A special role is assigned to the practical component of individual and collective training during the conducting of classes (exercises). The main efforts are focused on the improvement of the existing and the implementation of modern methods and approaches in the teaching of combat training items.
During classes (training field sessions), the ways of personnel transportation to the place of the mission are constantly being worked out, namely:
  • landing and evacuation by helicopter with the help of descent mechanism;
  • landing from the helicopter using a climbing equipment;
  • non-parachute landing from the helicopter on land or water;
  • the usage of new parachuting systems that significantly increase the combat capability of the unit;
  • etc.

At the beginning of 2017, there was created a Training Center for Special Actions Preparing (hereinafter referred to as the Training Center).


The main areas of training and tasks of the Training Center are: basic training of servicemen selected for further service in the squads of the SFU of the NGU; training of snipers for training levels; high-altitude climber training; preparation of airborne training specialists; preparation of divers; conducting of training sessions with specialists in the areas of preparation; preparing and conducting competitions, participation in conducting tactical (tactical and special) exercises with the squads of the SFU of the NGU; enhance the skills of instructors in the areas of training; development of teaching aids.
Specific requirements are put forward to the instructor staff, which passes military service at the Training Center, their preparation is carried out with the help of leading specialists of antiterrorist orientation.

During 2018, the personnel of the SF units of the NGU and instructor staff of the Training Center conducted complex field training, with tactical-special live firing exercises.

The intensity and duration of classes with breaking of the points of permanent disposition, tactical and special live firing exercises in unfamiliar terrain was increased. It could significantly raise autonomy, mobility, cohesion and combat capabilities of the SpP units.
In order to increase the prestige of the service in the SF units and to reward the best servicemen, the SOD MH NGU and Training Centre have organized annual competitions (exams):

- championship of the National Guard of Ukraine on Applied Shooting (the best shooter, the primacy of small tactical groups); (started and conducted since 2017);
- qualifying exams for the right to wear a beret with the insignia (started and conducted since 2017); - championship among sniper pairs of units (started and conducted since 2014);
- championship competition among SF teams (started and conducted since 2017).
The high level of training helped the servicemen of Special Forces of the NGU to win prize-winning places at inter-departmental and international competitions in Ukraine and abroad repeatedly.


In particular, they were awarded the second place at the open inter-ministerial tournament "Cup of the Security Service of the President of Ukraine" in 2016.

During the 15th World Cup Military and Police Sniper World Championships in 2017 held in Hungary and the XIX International Police Sniper Tournament in the Czech Republic, snipers of the NGU won the first place.

In December 2018, the servicemen of the SFU participated in holding competitions for the Cup of the Minister of Internal Affairs of Ukraine on service-applied and military-applied sports among the state bodies of the Ministry of Internal Affairs and took I, II, III medal place in the team and I place in personal championship
In the course of annual international exercises "Saber Guardian", "Fearless Guardian", "Sea Breeze" special forces of NGU always showed a high level of training and cooperation.
The units of the SP are supplied with special weapons and equipment, diving, airborne, flying equipment and stores.

The physical facilities of the Training Center continue to be developed: the altitude barrier (2017) was constructed and used, the altitude assault complex (2018) was built and put into operation.
During 2014-2019, the personnel has been actively involved and continues to be involved in performing military and combat (combat) tasks in the area of Joint Force operations in the Donetsk and Luhansk oblasts, as well as in areas of responsibility of operational-territorial commands.

137 special representatives of the NGU were conferred upon state medals for their courage, heroism, resilience and devotion to military oath during the performance of military and combat tasks for the repression of armed aggression of the Russian Federation. 32 of them were conferred upon the Order "For Courage".

The National Guard of Ukraine has crossed over to the electronic system of public procurements PROZORRO.
Tank, artillery, engineering, anti-tank and air defense units were created as part of operational units of the NGU. They are supplied with the necessary amount of weapons for the ability to perform tasks.

In 2018, the decisive departmental tests were conducted with a specialized armored car "Novator" and it was put into operation in the National Guard of Ukraine.

The newest APC-3E and APC -4E were purchased for the upgrading of military units with armored vehicles and equipment.
The modernization of 97 units of Armored personnel carriers BTR - 60T, BTR-70T and BRDM was carried out.
In addition, the mobile repair equipment was purchased.

The personnel nourishment system has been improved
In stationary canteens, servicemen can choose the first, second courses and salads that they like.
New personnel nourishment system such as "OUTSOURCING" (the military unit of 3007 Zolochiv, the military unit of 3070 vil. Stare, the Faculty of NGU in Kyiv), "CATERING" (military unit of 2260) for NGUs were introduced for NGU and all military units crossed over to nourishment service based on a system of orders (free choice of dishes from the assortment to their tastes).
New soldier's dining rooms and own bakeries were opened, technological and refrigeration equipment was renewed.
The system of organization of personnel nourishment at the time of stay in the field with the impossibility of organizing the preparation of hot meals - the use of 8 different rations of the norm No. 15 of the daily field set of products with a system of free-flowing warming with anunmasking function is improved.
Since 2018, there have been innovative changes in the organization of nourishment for servicemen of military service under the contract of NGU. From now, 5,000 servicemen who serve under the contract have everyday lunch at the expense of the state.
For 5 years, the provisions supply office has purchased , new samples of technical means and material of food service nomenclature, namely:

Now the main color of the daily and special (field) forms of military units and units for the protection of public order, as well as parts and units for the protection of diplomatic missions and consulates of foreign countries, is blue color.
For the rest of military units and divisions - olive color.
For special purpose units of the National Guard, a new special form of "Predator" clothing has been developed and approved.
The color of the main troop of the National Guard has been changed from crimson to blue color.

The emblem, the beret sign and the badge of rank of the National Guard of Ukraine are embroidered with a golden radiant eight-finite star, on top of which there is a grenade image with a flame at the top.

The specialized mobile service center on the basis of a two-axle trailer, specialized field mobile bath and laundry complex on the basis of a two-axle trailer were installed for the well-timed organization of the laundering, washing and domestic servicing of personnel in the execution of tasks in isolation from the points of permanent dislocation and in field conditions.
The modern laundry equipment is introduced for the organization of the bath-laundry service for personnel.
During 5 years of existence of the NGU, the department of fuel and lubricants providing has implemented the significant work on the purchase of modern samples of technical equipment and property of the nomenclature of the FLS service, namely:

container automatic filling stations of 16 and 30 m3 capacity.
Special-purpose vehicles (APZs) – for organization of transportation and refueling the equipment both in the homebase and during the service in the OOP (based on the MAZ (4x2) car).
Special-purpose vehicles (APZs) – for organizing transportation and refueling the equipment both in the homebase and during the service in the JFO (based on the chassis of the MAZ (4x4) car).
There is the installation of metal quick-assemblies (hangars) for storage of fuel and lubricants, the total area of which is 900 m2
The premises are repaired and the laboratories for the chemical analysis of fuel and lubricants are at their arrival to the central base of the storage of fuel lubricants (SFL).
The complete connection of the semi-submerged reservoir group №8 for storagelight petroleum products is carried outing the technical territory of the central base of the SFL.
In 2017, the Food Safety and Veterinary Medicine Service of the National Guard of Ukraine was established. On the basis of military unit 3078 a department of food safety, veterinary and veterinary health expertise (evaluation) is organized.
A laboratory of food safety has been established, where experts carry out entrance control and conduct research on organoleptic, physico-chemical, toxicological and radiological indices of food products, which then use to feed the servicemen.
A mobile veterinary station for veterinary measures in the area of Joint Forces Operations (JFO) was developed and established.
Stationary veterinary items have been prepared for licensing veterinary practice.
Together with the State Service of Ukraine for Food Safety and Consumer Protection, with the support of the Food and Agriculture Organization of the United Nations (FAO), vaccination of stray animals in the areas of military operations and combat tasks in the territory of JFO is conducted.
The NGU has participated in the Ukrainian Veterinary Conference (UVK) and in the international scientific conference "Lviv-Wroclaw Veterinary School, Lviv-Wroclaw 2018", within which a clinical examination of service dogs with diagnostic examinations was carried out (echo of the heart, ultrasound examination of internal organs, coprologic investigations).

A seminar on food safety and HACCP (Hazard Analysis and Critical Control Point) is held.












On the expense of the state budget, investment agreements, own construction, 986 apartments are obtained.


Due to the reconstruction of buildings for service housing, 7 hostels for 271 rooms for servicemen are introduced into operation. This allows to locate about 1000 servicemen.

A mechanism of payment some cash compensation for dwelling acquisition has been introduced.
Due to expenditures for the maintenance of military units for the protection of Nuclear Power Stations in 2018, the State Enterprise "National Atomic Energy Generation Company" "Energoatom" paid the soldiers of the National Guard of Ukraine, who carry out protection of nuclear power workers, and members of their families, a monetary compensation for their adequate living space in the amount of over 43 million 800 thousand UAH.

Thanks to this, 78 families of servicemen and persons discharged from military service have already received monetary compensation.

8 high-rise buildings for staffing and medical facilities are assembled and put into operation.
Overhaul of 23 soldier's canteens, 11 soldier's saunas, 75 buildings of barracks, 19 warehouses of current storage and immovable stocks, 7 boiler houses are carried out.
Mounted (installed) multi-purpose hangars – 10 pcs.
In order to convert the boiler house to alternative fuels, the boiler equipment is renovated in 7 boiler houses.
The latest models of staffing facilities in field conditions are introduced.
Own production of furniture is introduced on two workshops in the cities of Kyiv, Okhtyrka:

- about 1700 pieces of furniture were made;
- saved about 2,0 mln. UAH.
To accommodate the units of the National Guard of Ukraine, 21 military towns are taken on a balance sheet.
AIR FORCES UNITS
Helicopter squadron and Unmanned Aerial Vehicles (UAV) are established. From the management of the State Border Guard Service of Ukraine it is received and returned the aircraft An-72P and An-26 to the flyable status.

Along with other aviators of the NGU participates in the Joint forces operation on the east of Ukraine.
In the framework of the implementation of the agreement between the Government of Ukraine and the Government of the French Republic, on official support for the creation of a Unified Aviation Safety and Civil Protection System in Ukraine, the first helicopter the Airbus H-225 Super Puma was obtained.
The flight and engineering staff of the National Guard of Ukraine was trained at the specialized Airbus training centers in France to allow the operation of EU-225 LP modelhelicopters.
MEDICAL SUPPORT AND REHABILITATION

35 medical centers of the NGU were licensed in accordance with the requirements of the Ministry of Health of Ukraine, regarding the implementation of the medical process.

The dispensary is created at the military hospital of the NGU, which gives the possibility to provide the outpatient service.


As a separate provision of service – "The first-aid medical military individual kit" is put into operation. All the military men, who perform service and combat tasks, are provided with this kit.


The military-medical evaluation of the NGU is proved: psychiatric help station and professional psychophysiological selection station is created at the military hospital of the NGU, which allows to conduct the military-medical committee for the military men and applicants to the professional army on the full base and also medical examinations at the home station.
The medical facility structure is broadened – in 2018 the assets of health resort "Zelenyi Mys" (Odessa city) is taken on a balance sheet.



A department of rehabilitation and for ATO participants and children's health departments was established on the basis of the medical center "Novi Sanzhary" and equipped with modern medical equipment.

During 2014-2018, 1,475 servicemen from among participants of ATO were rehabilitated in medical-rehabilitation centers of Ukraine.


Much attention is paid to the rehabilitation of wounded troops with the involvement of international organizations. Since 2014, 131 guards have been rehabilitated in medical institutions in the USA, Germany, Israel, Slovakia, Croatia, Slovenia, Hungary, Turkey, Sweden, Georgia, Lithuania, Latvia and Poland.








There is a training material base for better military training. In particular, training equipment is purchased: 80 mannequins, 1946 turnstiles, 200 occlusive dressings, 200 thermocouples, 200 nasopharyngeal air ducts and 150 hack-barrows.

5 mobile medical points are purchased, which are intended for simple surgical interventions and provision of the first medical aid outside the permanent place of disposition and in the field.




The car park of the medical units of the National Guard of Ukraine has been replenished with 95 sanitary cars, 3 sanitary buses, a mobile X-ray office (on a bus station) and 10 armored medical vehicles.


There is further condition of the provision by sanitary equipment at the NGU: 92% sanitary vehicles and 56% armored vehicles.



INTERNATIONAL COOPERATION






The National Guard became a full member of the International Association of Gendarmerie Forces and Police in the status of the military structure FIEP.
Membership in the Association of FIEP in 2017 became the recognition of the National Guard of Ukraine as equal to the similar formations in European countries and all over the world; made and a powerful impulse to continue reforms of the NGU in accordance with democratic norms and standards.

Participation in the work of the FIEP expands the possibilities for joint discussion of contemporary challenges and threats to national and international security.

Within the framework of the planning and implementation of military cooperation activities between the defense forces of Ukraine and the Armed Forces of the USA, the National Guard of Ukraine participates in the work of the Multinational Joint Commission (MJC) which was founded to assist Ukraine in reforming its defense forces. In the context of the MJC there is a subcommittee "The National Guard" where the partner of the NGU is the National Guard of the State of California.
The National Guard of Ukraine has successfully implemented three bilateral projects with the Romanian Gendarmerie: the project "Strengthening the institutional capacity of the National Guard of Ukraine" during 2014-2015, the project "Support for the development of the National Guard of Ukraine" during 2016-2017, and the project "Technical assistance for the development of the National Guard of Ukraine" during 2018. The implementation of these projects contributed to the implementation of the European standards and practices in the activities of the units of the NGU.

At the end of 2015, the project between the NGU and the Defense Threat Reduction Office of the USA "Incorporating the system of the physical nuclear security of Ukraine into the structure of support for the global physical nuclear security" was initiated to strengthen and increase the capabilities on the reacting to nuclear incidents related to the physical security of nuclear materials, in the first place with an emphasis on the nuclear power engineering and the forces that provide its physical security.

The National Guard of Ukraine is actively cooperating with the National Guard of the State of California (USA), the Canadian Armed Forces, the Carabineer Corps of Italia, the Romanian Gendarmerie, the French National Gendarmerie, the Gendarmerie of the Turkish Republic, the People's Armed Police Force of the People's Republic of China, the Armed Forces of Canada, the National Guard of the National Armed Forces of Latvia, the Armed Forces of the Republic of Poland.
The cooperation with NATO is one of the priority directions of the international cooperation of the National Guard of Ukraine.

The National Guard of Ukraine as a component of the security and defense sector participates in all NATO programs and initiatives: Annual National Programs (ANP), cooperation with trust funds etc.

In order to strengthen the defensive capacity of Ukraine and develop the capacities of the security and defense sectors, the cooperation of Ukraine with NATO in the framework of the Planning and Review Process (PARP) of the NATO Program "Partnership for Peace" was restored on June 2015. For the National Guard of Ukraine the participation in the Planning and Review Process and the achievement of the Partnership Goals in particular have a special priority, since it allows all the components of the country's security and defense sector to formulate a common vision and approaches both at the planning stage and at the stage of the practical implementation of reforms.

Today, 14 representatives of the National Guard of Ukraine serve in the United Nations peacekeeping missions in South Sudan, the Democratic Republic of the Congo, Cyprus, and in the Peacekeeping Department of the UN headquarters.



WORK WITH PERSONNEL
Since the foundation of the National Guard of Ukraine, the staff number of posts which are completed with contract servicemen has doubled. In 2014, in the NGU there were about 23.5 thousand of such posts, and by the end of 2019, there were more than 45 thousand of them.

For 5 years, accountable strength of the contract servicemen has increased twice. In 2014, about 11.5 thousand professional servicemen served in the NGU, and today in the NGU there are more than 20.5 thousand contract servicemen.



In 2018, all the posts for female servicemen were opened. Thanks to this, the number of female servicemen increased by 5.5% during the year.



By the end of 2018, 12.1% of the posts at the NGU units were hired by women. In general, almost 5 thousand of women serves and works in the National Guard.


The National Guard of Ukraine, the first of the military formations, introduced the Institute of military chaplains. The regulations on the service of the military clergy (chaplain service) in the NGU were developed. 47 posts of military priests (chaplains) were introduced in the cadres of military units.
The Image and Publishing Center was established to provide information and propaganda activities, raise the image of the National Guard of Ukraine and strengthen the prestige of military service in the NGU. The staffing department with regional divisions of staffing in Kyiv, Dnipro, Kharkiv, Odessa, and Lviv, which carry out the work on the staffing of the military units of the NGU by the contract servicemen in the area of responsibility, was introduced to the staff of the Image and Publishing Center of the NGU.

In order to establish civil and military relations, the organization of social projects at the Image and Publishing Center of the National Guard a civil and military cooperation unit was formed.

The establishing such a system is one of the requirements for integration and bringing the NGU to the NATO standards.
The development of the system of the civil and military cooperation of the NGU is carried out in close cooperation with the Armed Forces of Ukraine.


During 2016-2018, in cooperation with the representatives of the Republic of Latvia, 9 humanitarian cargoes with a total weight of more than 160 tons were delivered and passed to the inhabitants of the suffered districts of Donetsk and Luhansk oblasts as a result of the operations.

For the second year in a row, a humanitarian action "The guardian family is for you, Ukraine!" has been held; during it, on the eve of St. Nicholas Day, the servicemen of the NGU collect, deliver and pass the humanitarian assistance and New Year gifts for the inhabitants of the suffered districts of Donetsk and Luhansk oblasts as a result of the operations, as well as for pupils of specialized educational institutions for orphans in Donetsk and Luhansk oblasts.

For the purpose of the qualitative organization of the moral and psychological support forthe personnel which performs military and combat tasks in isolation from the points of permanent disposition, as well as in field conditions, derivative automobile clubs and printing houses were established. With their help you can carry out the entire spectrum of cultural support for the personnel. In addition, a mobile concert complex was founded.
psychological support
A system of psychological support for the personnel was established having taken into account the experience of international partners of the NGU.



The psychological training of the personnel was implemented in the system of combat and special training, including the program of the unification of team "teambuilding", and training the instructors at the course of leadership.
In military units, 54 automated work places for psychologists were deployed.

In the framework of the cooperation with the US Embassy in Ukraine, the NGU has received 10 sets of polygraph equipment, and Guards specialists have been correspondingly trained. The polygraphs are used during the selection for senior posts and the conducting official investigations.
For the psychological support for the personnel during the performance of the tasks in extreme conditions a mobile center of psychological support on the basis of the Bohdan bus was founded.
In the context of the implementation of the pilot project of the NGU servicemen psychological rehabilitation in the medical rehabilitation system on the basis of the Medical Center "Novi Sanzhary" during 2017, in cooperation with the civil society organization "League of Officers", 3 arrivals for 70 servicemen for psychological rehabilitation were conducted.
reintegration of combatants
On behalf of the Administration of the President of Ukraine, a group of psychologists of the National Guard is constantly directly involved in the reintegration of persons released from captivity.
In 2018, the national guard took the second and the third places in football and tournament of volleyball league of participants of the Antiterrorist Operation (ATO), in the Ukrainian Open Championship Heroes of the Antiterrorist Operation (ATO).

During 2018, the servicemen of the NGU also took part in social projects namely: the race "Pride of the Nation: The veteran's Dozen", the race in memory of soldiers of the ATO "Honor Warriors, run for the heroes of Ukraine", which took place in Kyiv.
The priority direction of the military-social work in the National Guard of Ukraine is the provision of social guarantees for wounded military personnel, as well as family members of military personnel who were killed or missing.


There were 219 of died soldiers, wounded and injured 812, 14 soldiers of the National Guard of Ukraine are considered missing, during the period of its operations in the Antiterrorist Operation and the Joint Forces Operation.

The names of 181 dead soldiers of the NGU are listed in the Memorial Book of the Ministry of Internal Affairs of Ukraine and inscribed on memorial stones to the officers of the Internal Affairs Agencies who died during the performance of their duties, located on Solomenskaya Square in Kyiv. 183 servicemen were forever enlisted in the lists of military units in which they served.

557 families of participants of the Antiterrorist Operation and 16 families of dead and seriously wounded servicemen are provided with housing.

The status of the combatant participant was granted to 34,494 persons who participated in the National Guard of Ukraine in the ATO (the Combined Forces Operation) and in the implementation of measures to ensure national security and defense, repulse and deter armed aggression of the Russian Federation in Donetsk and Luhansk regions. 20 military priests received the status of a participant in hostilities to perform tasks in the zone of the Combined Forces Operation (ATO) on the regular positions as chaplains in the NGU group.



In honor of the dead soldiers were renamed and named 34 Streets, 139 memorial plaques, 31 monuments and obelisks were opened, awarded the name of 6 children's educational institutions, 7 memorials were created. Three soldiers were awarded the title "Hero of Ukraine" with the award of the Order "Golden Star" (posthumously), 9 servicemen in the settlements of their previous residence were awarded the title "Honorary Citizen" (posthumously).
There were encouraged 20,351 servicemen who participated in the Antiterrorist Operation (the Joint Forces Operation) for valor and bravery shown in the struggle for the territorial integrity and independence of Ukraine, including 1,364 who received state awards, of which 188 were awarded posthumously.






SERVICE AND COMBAT ACTIVITY





About 5,000 NGU servicemen perform service and combat tasks as part of the Joint Forces on the rotational basis.
From the first days of the ATO in the east of Ukraine, units of the NGU are actively involved in performance of various tasks. In 2014, the guardsmen carried out combat tasks throughout the line of collision, in particular, such as the search and liquidation of checkpoints of illegal armed formations of the so-called Luhansk / Donetsk People's Republic (L/DPR), ensuring control of territories where the ATO forces were deployed, organizing the blocking the centers of dislocation of illegally armed formations, preventing the extension of the activity of the IAF (illegally armed formations) on other territories, conducting reconnaissance and search activities, search for places of installation of controlled land mines.

It was provided support for the columns of the ATO forces on the lines of communication jointly with the units of the Armed Forces of Ukraine, conducting of raid and assault operations as part of the assault groups together with the units of the Armed Forces of Ukraine, the Security Service of Ukraine and the State Border Guard Service of Ukraine.

Since 2015, the range of tasks of the united NGU groupings in the area of the ATO has changed slightly. After the redistribution of areas of responsibility between the units of the Armed Forces of Ukraine, the personnel of the NGU is involved in the implementation of combat tasks for isolation and restrictive measures at the block posts and the maintenance of team sites, ensuring the safety of building brigades of regional state administrations, and protection of the constructed platoon on the second and the third defense lines, protection and defense of base camps, locations, objects of critical infrastructure in the area of the ATO, carries out measures to protect public order in settlements of Donetsk and Luhansk regions on the controlled territories.
joint forces operation
In the beginning of 2019, in accordance with the joint decision of the Commander of the National Guard of Ukraine and the command of the Armed Forces of Ukraine, units of the National Guard were returned to perform combat tasks at the first line of defense of the Combined Forces.
Special purpose units of the NGU as part of the Combined Forces conduct reconnaissance-search (counter-sabotage) measures, aerial reconnaissance, participate in counter-sniper operations, and operational-preventive ones.

In cooperation with law enforcement agencies, Special Forces of the NGU are involved in the protection of the state border, perform tasks of identifying and apprehending armed criminals who seized hostages, buildings, structures and other facilities.

Consolidated training groups of the National Guard of Ukraine on search of explosives, weapons and ammunition were attracted in the area of the Combined Forces Operation since 2018.
The units of the NGU also perform service and combat tasks to strengthen the protection of the Ukrainian-Moldovan state border in the Pridnestrovska area.


The personnel of the National Guard of Ukraine ensured public order during more than 16,000 public events, almost half of them were in Kiev during 5 years. On average, more than 3.5 thousand servicemen are involved in serving the community policing daily.

The personnel of military units and subdivisions of the National Guard of Ukraine for the public order protection performed tasks in 23 regional centers, Kyiv, 44 cities of regional and district subordination, 33 settlements of rural areas, in the territory of 7 aviation and railway facilities, as well as in the area of operation of the Combined Forces.

Since 2014, during the implementation of the tasks of public order protection (excluding the service in the Operation of Combined Forces zone), the NGU servicemen detained 8,263 people on suspicion of criminal offences and 50,834 people were arrested for administrative offenses. The detainees were seized 151 firearms and 23,778 rounds of ammunition, 307 units of blunt weapon, 111 grenades, more than 10 kg of explosives and 137 kg of narcotic substances.


In every military unit, a freelance group of dialogue has been created to ensure the protection of public order for the prevention of conflict situations, removal of tensions between participants, prevention of aggressive actions and exercising clarification of the legality of law enforcement actions.
Currently, there have been undergone relevant training and practically perform service 104 such groups, comprising 50% of female military personnel.

During the holiday season, they ensure law and order together with employees of the internal affairs agencies, in the recreation areas in Odessa, Zaporizhia and Donetsk regions, participate in targeted operational and preventive operations and integrated operational and preventive workings throughout Ukraine.

Soldiers are also involved in the search for missing people and are involved in emergency response.

They also counteract illegal production of amber in Zhytomyr, Volyn and Rivne regions, are involved in strengthening the protection of the territory of the unconditional (mandatory) resettlement zone in the Kiev region and, jointly with representatives of the State Border Service of Ukraine, take part in carrying out isolation-restrictive measures in the boundary settlements.

At the end of 2018 in frames of legal regime of martial law the guards served at mobile and immobile checkpoints on the territory of 10 Ukrainian regions.
Units being on guard of important state objects defend 4 atomic generating plants with active nuclear power reactors and State specialized enterprise Chernobyl Atomic Electric Power Station, 6 objects of military-industrial complex and 2 research establishments. They are also responsible for defending of special cargo including nuclear materials, transporting on the territory of Ukraine.

134 security guards to defend special cargoes and nuclear materials have been appointed for 5 years. During their transportation on the territory of Ukraine 4000 servicemen were involved.


With the help of Agency of reducing threats of US DD (Department of Defence), more than 970 servicemen from the units of the nuclear installations and nuclear materials protection were trained on the basis of Research center of physical protection, calculation and control of nuclear materials named by Jorge Kuzmych (Kyiv).
Nearly 200 servicemen took part in training courses in Albuquerque (state New-Mexico).

Also 11 servicemen from Main Headquarters of NGU and military units took part in training courses (international seminars) of physical nuclear protection, transporting of nuclear materials and defending of diplomatic agencies in Japan, Romania, Portuguese, Croatian and Korean Republics, Republic of Chine.


In 2015-2016 personnel of special purpose platoons of the military units for protecting important state objects got retraining on basis of Training center of National Guard of Ukraine.
In order to assess the vulnerability of the protected object and to train tactical skills of personnel, in 2018 bilateral training specialized on tactics was introduced using laser system of imitation of fire contact "Skif" (domestic production).

In 2017, at the expense of the state enterprise "NNEGC" Energoatom "commissioned and transferred the military town and buildings necessary for carrying out the tasks to use of the military unit 3045, which carries out the protection and defense of the separate unit "Rivne NPP".
The servicemen of the National Guard of Ukraine also guard 39 state authorities.



Military units aimed at protecting diplomatic agencies and council establishments of foreign states, protect 117 diplomatic agencies.

Every day for the protection of important state objects, state authorities and diplomatic agencies nearly 1 250 armed servicemen are involved.
To monitor an operational situation in real conditions near diplomatic agencies and state authorities protected by units of National Guard of Ukraine in the central part of the capital and in-time reaction at sudden changes in the situation, regular service of the 22d separate brigade protecting diplomatic representatives and council establishments of foreign states of NGU was involved in video observation system in Kyiv.


















The units for conveyance, extradition and protection of defendants carry out extradition tasks, accompany detainees and convicts to penitentiary institutions, pre-trial detention and temporary detention facilities, as well as to courts and protect them in the courtroom.
Since the end of 2017 the guards took under their protection 118 judicial authorities and bodies. Every day 412 servicemen of National Guard of Ukraine are attracted to carry out this function.


For better performance of tasks to the state of the convoy units, tactical training instructors have been introduced. In the course of the training of servicemen of the convoys, firing exercises in motion and shelter were introduced.

In all military units and convoys, training places for the training of guards were updated. In all military convoy units places to study were renewed for guard personnel training.



Automobiles for detainees' transportation were equipped with stationary radios to keep a constant contact of guards with the unit. In the area of service – special carriages and automobiles – stationary video observation systems were installed.
For video capturing a process of service, all guards are provided by personal video recorders. It helps to make an effective analysis of their actions in different situations.
routine military duty
Interior guard protects 86 military facilities: military towns, places to keep weapons and ammunition at the home station of military units as well as in the area of operation of Joint forces. 56315 missions were carried out. 400 000 of servicemen took part in these missions.
Over 5 years, 4,492 security guards have been assigned to carry out tasks for the protection of military cargoes, and more than 14,000 servicemen have been involved in the tasks.

In accordance with the requirements of the Charter of the garrison and guard services of the Armed Forces of Ukraine and for the purpose of proper organization of security and protection of military facilities, 5 internal guards and places for the training of internal guard personnel have been put into operation.

According to the Edict of the President of Ukraine 37 Battle Flags have been given and five honorifices have been conferred to military units of the National Guard of Ukraine in the period of 5 years.

Every year by parade estimation of the First Presidential brigade of operational designation named by Petro Doroshenko, the National academy of the National Guard of Ukraine, Kyiv garrison orchestra, we take part in parades on the occasion of independence of Ukraine. New marches for Kyiv garrison orchestra were introduced to realize them in parades.

In 2018 for the first time in the period of Ukrainian independence a commandant's control service was organized by servicemen of special battalion (safe conduct of Ukrainian NG) near the Independence Flag in the building of Ukrainian Verkhovna Rada during its formal opening sessions.

In frames of popularization and improvement of the NGU authority, personnel of military units participated in 2230 military rituals with 82 thousand of servicemen.

Orchestras of the NGU took part in 78 international musical projects and festivals of sacred music and songs. They were awarded by diplomas of the 1st degree and got grand prix in festivals of different nominations. In frames of Ukrainian Armed Forces and Ukrainian National Guard collaboration more than 500 special flesh-mobs and all Ukrainian acts were held.
K-9 service
To improve service dogs' transportation of the National Guard of Ukraine special dog handlers cars were made as well as trailers and complexes for their transportation.
A town to keep service dogs was built. It is based on the military unit of 3027th North operational complex with the room to wash dogs, as well as veterinary station, classroom for dog handlers training, kitchen for cooking etc.
To stimulate morally personnel of dog handlers units of the NGU a medal of the 1st, 2nd and 3d degree for service dogs of the National Guard of Ukraine was introduced.
PHYSICAL TRAINING AND SPORT
Since 2015 till 2019 a system of physical training of the NGU was seriously changed. In the Main Headquarters a separate department of physical training and sport was created.
The NGU sports team was reformed into the NGU sports club.

Since 2014 the instruction on organization of physical trainings and sports in the National Guard of Ukraine was introduced by the Minister of Internal Affairs of Ukraine in order to organize and conduct physical trainings in the National Guard of Ukraine in a qualitative manner. Taking into account the experience of the advanced countries and reforms in equipment of personnel the Instruction is constantly changing, new exercises are added, and the system of assessment of servicemen is adapted. Since 2017 points system of evaluation was introduced. It gives an opportunity to estimate the rating of physical (readiness) training of every serviceman.
The annual review for the best physical training, sporting and mass participation events organization has been started since 2015 in the National Guard of Ukraine in order to improve the physical (readiness) training of the servicemen.

In the National Guard of Ukraine the order of handing the "Soldier-sportsman" badges to servicemen, who have a high level of physical trainings, has been worked out. More than 1000 guardsmen have been awarded by these badges since 2016.

Since 2016 the National Guard has started to include to the home sports and athletic meeting the military cross-country race championships with shooting and grenade throwing, military sports multiathlon including military kinds of sport and physical trainings' exercises.

As one of the first law enforcement agencies the NGU has launched the (military) crossfit competitions and practical shooting, which became popular among the servicemen of the NGU at home as well as in leading countries. The above mentioned competitions are held in full equipment with shooting and simulation in combat environments (medevac, pushing a car, carrying the boxes with ammunition, throwing the grenades and carrying the cargo either alone or as a part of a unit) etc.

Such competitions give an opportunity to improve military or special skills, to know how to act under simulated combat conditions and they also combine a unit, provide mutual assistance among the military, which in the future enables to be physically and morally and psychologically ready for the successful accomplishment of the assigned military tasks.

In 2016 the military sportsmen of the NGU won the President's hand-to-hand fighting Cup and became the champions in all Ukrainian competitions among the law enforcement agencies on military and sport multiathlon, took the first place in complex competitions "Dynamiada - 2016" among the combined teams of law-enforcement agencies, search and rescue services and another special services of Ukraine.

In 2017 the servicemen of the NGU took the first place in Pankration competitions, got "silver" in tournaments for the Football Cup of the Minister of Internal Affairs of Ukraine and the President's hand-to-hand fighting Cup.

In 2018 the National Guard of Ukraine became a champion in all Ukrainian military and sport multiathlon competitions and complex competitions "Dynamiada - 2018" among the combined teams of law-enforcement agencies, search and rescue services and another special services of Ukraine.

The NGU has shown the best result in its history ever, taking the first places in all six types of competition program.

Every next three years the NGU combined team took the first place in military and sport multiathlon (double-event).
In 2018 the National academy of the National Guard of Ukraine has good results, where for the first time ever in its history it has got the second command place in the general Ukrainian champion's ranking physical culture and sports association "Dynamo" in non-Olympic sport among combined teams of higher educational establishments of the MIA and another central executive bodies, which are subordinated to and coordinated by the Minister of Internal Affairs of Ukraine.

For the purpose of psychophysical and sports rehabilitation of combatants since 2015 the NGU has been constantly participating in all-Ukrainian football competitions among the teams of the ATO Participants League for the "Heroes of the ATO Cup". In 2018 the team of the NGU has got this Cup among the participants of the ATO of the Ukrainian law enforcement agencies.
Since 2018 it has been participating in Ukrainian Open Football Championship of the Heroes of the ATO and the volleyball tournament of the ATO Participants League, where it has won the second and the third places. During 2018 there was participation in the social projects like the race "The nation's pride: veteran's 10", the race in the name of ATO combatants "Honor the warriors, run for the heroes of Ukraine", which took place in Kyiv.


Since 2017 the NGU servicemen have been participating in an international competitions "Invictus Game" as a part of Ukrainian national team, in the military march in Edinburg (Scotland), in marathon of the US Marines in Washington (the USA) in support of combat veterans.

Since 2018 the selection, training, retraining and career development of the NGU professionals system has been formed on the basis of educational scientific Institute of Physical culture and Sport Technologies of the National University of the Ministry of Defense of Ukraine named after Ivan Chernyakhivsky. In the same year, according to the state order, the training of professionals in the field of "physical education" for the needs of the National Guard of Ukraine began.

The educational and material facilities are constantly being improved for the purpose of working out the programs in a qualitative manner. Since 2015 the annual reviews for the best educational and material facilities for physical trainings and sport are held in the National Guard of Ukraine.


In 2018 the sports complex was built at the International inter-institutional, multidisciplinary centre for subdivisions' trainings at the territory of the military unit 3027 (Vyshgorod city) the sports and fitness complex for servicemen and their families has been started to build.
In order to ensure the continuous training of personnel at shooting facilities and temporary dislocation of the units, mobile sports complexes are being deployed.

In order to ensure the NGU units with the sports facilities and equipment the Minister of Internal Affairs has enforced the regulations concerning the sports facilities and equipment in the National Guard of Ukraine.

In order to improve personnel physical training system the cooperation with the NATO crossfit experts delegation has begun since 2018.

In order to get the experience from FIEP member countries on the issue of organization and holding international sports competitions the participation is taken in such competitions (as observers) like the international competitions of the Italian Carabineers in skiing (Selva di Val Gardena).

For the purpose of participating of the NGU combined teams in international competitions the international seminars are also held with the sports federation "Extreme combat".

The servicemen, who have a high level of sportsmanship, are constantly taking part in international competitions, where more than 300 different medals have already been carried off.
